Hyacinth Lindsay C.D. Q.C. B.A. Attorney-at-Law Consultant, Legislation, Policy and Drafting

Mrs. Hyacinth Lindsay was awarded the Order of Distinction Commander Class (C.D.) in recognition of her service in the field of Legislative Drafting and appointed a Queen’s Counsel in February 2006. She has a Degree of Utter Barrister from Inns of Court Law School London, England from 1968-71 and was called to the Bar Lincoln’s Inn, London in 1971. She subsequently enrolled as attorney-at-law in Jamaica in 1973. She worked at the Office of the Parliamentary Counsel from 1973 to 2006 and was Jamaica’s Chief Parliamentary Counsel for 17 years up until 2006. She was elected as a member of the Inter-American Juridical Committee at the XXVI regular session of the General Assembly of the OAS in June 2006 and appointed as Statute Law Commissioner by the Governor General pursuant to the Law Revision Act and Member of Jamaica Delegation for Negotiation of several treaties relating to Extradition, Mutual Legal Assistance in Criminal Matters, Avoidance of Double Taxation. Her other work experience include being Chairperson of CARICOM Committee of Regional Chief Parliamentary Counsel for Harmonization of laws relating to the Revised Treaty of Chaguaramas establishing the Caribbean Community, including the Caribbean Single Market and Economy, and Consultant to CARICOM Secretariat/Commonwealth Secretariat concerning Laws relating to women.
